You've got your fragrance allergens identified, you know Limonene and Linalool are in there above the disclosure threshold, and now you're staring at your ingredient list wondering exactly where those names are supposed to sit. This trips people up more than it should, mostly because the general rule and the allergen-specific wrinkle get mixed together in people's heads.
The general rule first
Cosmetic ingredient lists are typically arranged in descending order of concentration, meaning the ingredient present at the highest percentage goes first and you work your way down to the smallest amounts. Water, listed by its INCI name Aqua, is very often first on a water-based formula simply because it's usually the largest ingredient by weight.
Fragrance allergens are not a separate list bolted onto the end. They're individual ingredients that already exist somewhere inside your fragrance, and once they cross the disclosure threshold, they get pulled out and named individually rather than staying hidden inside a generic "Parfum" or "Fragrance" listing.
Where the allergen names actually sit
Here's the part that catches people: an allergen's position in the list is determined by its own concentration in the finished product, not by the position of the fragrance blend it came from. If your fragrance oil is used at 1% of your formula and Linalool makes up 5% of that fragrance oil, Linalool's real concentration in your finished product is 0.05%. That figure is what determines where it sits in your descending-order list, likely quite far down, probably below your preservative and well below your base oils.
This means the fragrance blend itself typically appears in the list at its own total concentration (labeled as Parfum or the appropriate regional term), and the individual allergens pulled out of it appear separately at their own individual concentrations, which are always smaller than the blend's total. In practice, you'll often see the named allergens clustered near or after the fragrance entry, since their concentrations tend to be in a similar low range, but the placement is driven by the math, not by a rule that says "list allergens right after fragrance."
A worked example of the ordering
Say your leave-on lotion has these approximate concentrations after you've done the math:

Notice that Phenoxyethanol, if it's at a higher concentration than your fragrance blend, sits earlier in the list than Parfum, even though as a preservative it feels like it should be an afterthought. Concentration decides order, not category or perceived importance.
Why this matters for your Canadian filing timeline
Health Canada's fragrance allergen disclosure requirements are landing in two stages. List 1, the original fragrance allergen set, becomes mandatory on the CNF and the label on April 12, 2026. List 2, an expanded set aligned with international lists, becomes mandatory on August 1, 2026. Both stages use the same disclosure logic: above 0.001% (10 ppm) in leave-on products, and above 0.01% (100 ppm) in rinse-off products.
Getting the order right matters because your CNF ingredient list and your physical label need to be consistent with each other. A mismatch between what you filed and what's printed on the bottle is the kind of small inconsistency that's easy to avoid and annoying to explain later.
A sanity check before you print
Before finalizing a label, list every ingredient with its actual finished-product concentration in one column, sort that column descending, and read the resulting order out loud. If something looks out of place, like a trace allergen sitting above a bulk ingredient, that's usually a math error in your percentage calculation rather than a labeling rule you're missing. Fix the math first, then let the order follow naturally.
