Where Fragrance Allergens Hide Inside Essential Oils
A practical map of common essential oils to the fragrance allergens they naturally carry, so you know what to check before testing.
Somebody always asks the same question when allergen disclosure comes up: "but I don't use synthetic fragrance, I only use essential oils, does this even apply to me?" Yes. In fact it applies to you more, because the allergens showing up on disclosure lists are largely compounds that occur naturally, and essential oils are often the most concentrated source of them in a formula.
The list you're actually working against
Canada's fragrance allergen rules split into two waves. List 1, the original set of allergens, becomes mandatory on the Cosmetic Notification Form and the product label on April 12, 2026. List 2, an expanded set aligned with international allergen lists, becomes mandatory August 1, 2026. Disclosure kicks in above 0.001% (10 ppm) in leave-on products and above 0.01% (100 ppm) in rinse-off products. Names like Limonene, Linalool, Citronellol, Geraniol, Eugenol, and Coumarin show up repeatedly, and every one of them is a naturally occurring compound found in specific plants, not something invented in a fragrance lab.
A rough map of common oils to their allergens
This is meant as a starting point for what to look for, not a substitute for your actual supplier data. Every batch of a natural oil varies, so treat this as "check for these" rather than "assume these percentages."

Citrus oils deserve particular attention because Limonene tends to run high in them naturally, and citrus is an extremely common note in soap, body wash, and lotion lines, exactly the products that get used at volume and worn against skin for hours.
Doing the actual math
Your supplier's SDS or a certificate of analysis should give you approximate percentages of these constituents within the essential oil itself. From there it's arithmetic: take the allergen's percentage within the oil, multiply by the essential oil's use level in your finished formula, and you get the allergen's real concentration in the product a customer applies. That number is what gets compared against the 10 ppm leave-on or 100 ppm rinse-off threshold, not the oil's use level on its own.
A quick example with made-up but realistic proportions: if an essential oil is used at 1% in your finished lotion, and that oil's documentation shows it's roughly 3% Limonene by composition, then Limonene sits at about 0.03% of the finished product, which is 300 ppm, comfortably over the leave-on trigger. Multiply that out for every named allergen in every oil you use, since a blend with two or three oils can each contribute the same allergen from different sources and those contributions add up.
Where people get caught out
A few patterns show up again and again:
- Fragrance blends that combine several essential oils. Each oil might individually look low-risk, but the same allergen (Limonene especially) can be contributed by more than one oil in the blend, and the combined total is what matters.
- "Natural" being treated as automatically exempt. The disclosure rule is about the specific allergen molecule and its concentration, not about whether it came from a synthetic fragrance house or a farm.
- Old formulas not being revisited. If a product was formulated and filed before these thresholds mattered to you, it's worth running the numbers on your existing catalog rather than assuming everything on shelf already accounts for this.

The practical fix is to treat allergen math as a formulation step, not an afterthought at filing time. Know your oils, know their typical constituent ranges, and run the multiplication before you finalize a use level, not after.
