Many formulators reach for it specifically for that preserving power, not for how it smells.
So the same INCI name, Benzyl Alcohol, can appear in a product because:

Regulators don't ask you to explain the intent. They care about total concentration and whether that concentration crosses a declaration threshold.
Why it's on fragrance allergen lists at all
Benzyl alcohol is included among substances that can trigger sensitization in some users with repeated exposure. It doesn't matter whether it entered the formula through a fragrance oil or through a bottle of preservative concentrate. Once it's in the finished product, its declaration obligation depends on the total amount present and where that product sits on the skin.
In Canada, the general disclosure logic for fragrance allergens is concentration-based: above 0.001% (10 ppm) in leave-on products, and above 0.01% (100 ppm) in rinse-off products, the allergen needs to be identified separately rather than hidden inside a generic "parfum" or "fragrance" listing. Given how often benzyl alcohol is used at meaningfully higher levels as a preservative, plenty of formulas will clear that threshold without anyone even reaching for a fragranced essential oil.
Where the confusion trips people up
The mistake I see most often is a maker calculating allergen exposure only from their essential oil blend, forgetting that the same molecule is also sitting in their preservative system. If your lotion has 0.5% of a benzyl-alcohol-based preservative and also a fragrance oil that naturally contains benzyl alcohol, you add both contributions together. Keep a running tally per finished product rather than per raw material. Add those contributions together before comparing against the leave-on or rinse-off threshold.
