Cinnamon and Clove Oils Carry the Strong Allergens
Cinnamon bark and clove oil are among the most sensitizing fragrance materials, driven by high cinnamal and eugenol content.
Every essential oil supplier will tell you their cinnamon or clove oil is "natural" and leave it at that, as if natural settles the sensitizer question. It doesn't. These two oils are among the most consistently sensitizing materials a soap or cosmetic maker will handle, and the reason comes down to what's actually in them at high concentration.
What's driving the risk
Clove oil is dominated by eugenol, one of the fragrance allergens that regulators track closely because of how reliably it triggers skin sensitization at even modest concentrations. Cinnamon bark oil carries cinnamal (also called cinnamaldehyde) as its dominant aromatic component, another material with a strong sensitization profile. Cinnamon leaf oil, worth distinguishing from cinnamon bark, tends to run higher in eugenol and lower in cinnamal, so the two parts of the same plant behave quite differently in a formula.
Both oils also often carry secondary allergens at lower levels, including trace coumarin and other aromatic constituents, so a full disclosure check needs to look at the whole oil's composition, not just its headline component.
Why concentration math gets tricky fast
A little goes a long way with these oils, both in terms of scent strength and allergen load. If you're using a 1% cinnamon bark oil in a soap bar and that oil is documented at, say, 60 to 75% cinnamal by supplier assay, you can be sitting well above the rinse-off disclosure threshold from that single ingredient alone, without accounting for any other spice or floral notes contributing their own trace allergens.
The math works like this:
- Take your essential oil's usage rate in the finished product
- Multiply by the documented percentage of the target allergen within that oil (get this from a supplier GC/MS or composition sheet, not a generic average)
- Compare the resulting finished-product percentage against the disclosure trigger for your product type
In Canada, that trigger sits above 0.001% (10 ppm) for leave-on products and above 0.01% (100 ppm) for rinse-off products, and the allergens that must be individually named are rolling out in two phases: List 1 mandatory on the Cosmetic Notification Form and label as of April 12, 2026, and an expanded List 2 aligned with international lists mandatory from August 1, 2026.

Treat these figures as directional. Actual composition varies by supplier, harvest, and distillation method, so lean on your specific supplier's documentation rather than assuming any oil batch matches a textbook percentage.
What this means for formulation choices
None of this means you can't use cinnamon or clove notes, plenty of soap and candle-adjacent products lean on them for good reason. It means:
- Dose conservatively, especially in leave-on products where the disclosure threshold is ten times stricter than rinse-off
- Get actual composition data for the specific oil batch you're using, not a generic internet percentage
- Track every allergen source across the whole formula, not just the obvious spice oil, since other fragrance components can quietly add to the same allergen's total
- Disclose accurately on both the Cosmetic Notification Form and the label once the relevant list becomes mandatory
Where makers get caught out
The most common mistake is treating a fragrance oil blend as a single line item and never asking what's inside it. If your "warm spice" fragrance oil is a supplier blend containing 4% clove oil, and that clove oil itself is 80% eugenol, the actual eugenol concentration from that blend alone, at a 1% use rate, works out to 0.032% in the finished product. That's well above the leave-on threshold, and it's easy to miss if you're only looking at the blend's label copy rather than tracing the chain down to the individual allergen.
