Natural Fragrance Still Carries Declarable Allergens
Limonene, Linalool, and Geraniol occur naturally in essential oils and trigger the same Canada disclosure thresholds as synthetic fragrance.
A maker building an all-essential-oil line messaged us convinced her lavender and citrus blend was exempt from allergen disclosure because "there's nothing synthetic in it." That's backwards. Essential oils are often where the highest allergen concentrations show up, precisely because they're complex natural mixtures rather than a single isolated molecule.
The allergens don't care where they came from
Health Canada's fragrance allergen rules apply to specific named substances like Limonene, Linalool, Citronellol, Geraniol, Eugenol, and Coumarin, regardless of whether they were synthesized in a lab or extracted from a plant. Chemically, Limonene from a citrus peel and Limonene manufactured synthetically are the same molecule, and your body's immune response doesn't check the sourcing story before it reacts. The disclosure trigger is about the presence and concentration of the named substance, not its origin.
This is a common misconception because "natural" and "clean" marketing has trained people to associate synthetic ingredients with risk and natural ones with safety. In the specific case of fragrance allergens, it's often the opposite that's true. Lavender essential oil naturally contains meaningful amounts of Linalool. Citrus oils are loaded with Limonene. Ylang ylang carries Geraniol and Eugenol. A "100% essential oil" blend can easily carry a heavier declarable allergen load than a synthetic fragrance compound engineered to minimize them.
Where the thresholds kick in
Two disclosure thresholds apply based on how the product is used:
- Leave-on products (lotions, serums, perfumes, leave-in conditioners): disclosure is triggered above 0.001%, which is 10 ppm.
- Rinse-off products (soaps, shampoos, body wash): disclosure is triggered above 0.01%, which is 100 ppm.
Both thresholds are low. A lotion with just 1% of a lavender essential oil blend, where Linalool might make up somewhere around a third to half of that oil depending on the specific lavender variety and distillation, can clear the leave-on threshold many times over. You genuinely cannot eyeball this. It has to be calculated from the actual composition of the essential oil you're using.
The two-list timeline
Canada is phasing this in over two dates:

If you're formulating now, it's worth checking your essential oils against both lists rather than just List 1, since a product launched this spring will still be on shelves when List 2 becomes mandatory, and you don't want to be reformulating labels twice in one year.
Getting the composition data for an essential oil
Unlike a synthetic fragrance compound, where the supplier typically hands you an allergen declaration sheet with exact percentages, essential oils vary batch to batch because they're agricultural products. A responsible essential oil supplier should be able to provide a batch-specific GC/MS report or a composition range for the constituents that matter for allergen disclosure. If your supplier can't produce anything beyond "pure lavender oil," that's a sign to find a supplier who tests, because you cannot calculate a disclosure threshold from vibes.
A few blends worth double-checking
- Citrus blends (bergamot, lemon, sweet orange): almost always carry Limonene well above rinse-off and leave-on thresholds even at low usage rates.
- Floral blends (rose, ylang ylang, geranium): frequently carry Geraniol and Citronellol together.
- Spice-forward blends (clove, cinnamon leaf): Eugenol shows up here and can be present at surprisingly high native concentrations.
- Tonka bean or vanilla-adjacent notes: watch for Coumarin, which behaves differently across regions and is worth checking with current guidance since some markets cap it outright.
Building this into your workflow
The practical fix is to treat every essential oil the way you'd treat a fragrance oil, meaning you request composition data before you commit to a blend ratio, not after you've already sold a batch. Once you have percentages for the named allergens in your specific oil, the concentration math is the same multiplication you'd do for any other ingredient, your use level times the constituent's share of the oil.
