Rose Oil and Rose Absolute: The Allergens to Expect

How geraniol, citronellol, and eugenol show up differently in rose otto versus rose absolute, and what that means for allergen disclosure.

Rose is one of those ingredients where the name on the bottle matters more than people expect. Rose otto (steam-distilled) and rose absolute (solvent-extracted) come from the same flower but end up with meaningfully different chemical profiles, and both are loaded with fragrance allergens that need to be accounted for once the mandatory disclosure lists kick in.

Why rose is allergen-dense to begin with

Rose oil, however it's extracted, is naturally rich in several of the substances that show up on fragrance allergen lists. That's not a red flag specific to rose, it's just what the rose plant produces. The main ones to know:

  • Geraniol, often the largest single component in rose otto, sometimes 15 to 20 percent or more depending on the source.
  • Citronellol, frequently right alongside geraniol in significant amounts.
  • Eugenol, present at lower levels but still often above disclosure thresholds.
  • Smaller amounts of linalool and other trace allergens depending on the growing region and distillation method.

None of this makes rose oil unusual among essential oils. Most botanicals used in fragrance carry naturally occurring allergens, rose is just a particularly concentrated example because these compounds are part of what makes rose smell like rose.

Otto versus absolute, and why it matters here

Rose otto comes from steam distillation, which is a relatively gentle process that preserves the volatile, water-soluble aromatic compounds. Rose absolute comes from solvent extraction, typically using hexane or a similar solvent, followed by further processing to isolate the aromatic fraction. The absolute pulls out a broader range of compounds, including some heavier, less volatile molecules that steam distillation leaves behind.

Practically, this means the two materials don't have identical allergen profiles even though they're both "rose." A supplier's certificate of analysis for rose absolute may show different proportions of geraniol, citronellol, and eugenol than the otto, and sometimes additional trace constituents that only show up in the solvent-extracted version. If you're formulating with rose and switching suppliers or switching between otto and absolute, don't assume the allergen math carries over. Pull a fresh spec sheet.

Doing the actual math

Say your formula uses 0.5% rose otto, and the supplier's documentation shows the oil is roughly 18% geraniol and 10% citronellol. The concentration of geraniol in your finished product isn't 18%, it's 18% of the 0.5% the oil represents in the formula, which works out to 0.09%, or 900 ppm. Citronellol at 10% of 0.5% comes to 0.05%, or 500 ppm.

Both numbers land well above the Canadian disclosure thresholds once the fragrance allergen rules apply: above 0.001% (10 ppm) in leave-on products and above 0.01% (100 ppm) in rinse-off products. A 0.5% rose otto use rate in a leave-on facial serum will almost certainly trigger disclosure for geraniol and citronellol, and possibly eugenol depending on your specific supplier's percentages.

What this means for your label and filing

In Canada, List 1 fragrance allergens become mandatory on both the Cosmetic Notification Form and the label on April 12, 2026, and List 2, the expanded set aligned with international lists, follows on August 1, 2026. If you're formulating with rose oil now, it's worth getting ahead of this rather than treating it as a future problem. That means:

  • Getting an actual percentage breakdown from your supplier, not just an ingredient declaration that says "may contain."
  • Running the math for your specific use level rather than relying on a generic rose oil profile, since batches vary.
  • Naming the individual allergens on the label once they cross the threshold, rather than letting them hide inside a generic "rose oil" or "fragrance" listing.

The part that trips people up

The mistake we see most often isn't ignorance of the allergen rule, it's assuming that because rose oil sounds gentle and traditional, it must be low on the allergen list. It's often the opposite. Highly aromatic naturals like rose, ylang ylang, and citrus oils tend to carry more allergen load than a lot of synthetic fragrance compounds, simply because they're complex mixtures of many aromatic molecules rather than a single engineered one.
