What an SDS Reveals About a Fragrance Oil Blend
Most fragrance oil blend SDS sheets hide the actual composition as proprietary, here is what section 3 will and will not tell you.
You ask a fragrance supplier for their safety data sheet expecting a full ingredient breakdown, and what you get instead is a document that says, essentially, "trust us, it's fine," dressed up in sixteen official-looking sections. That's not the supplier being difficult, it's how fragrance blends are typically documented, and knowing what to actually expect from that SDS saves you a lot of frustration.
The structure you're working with
A safety data sheet has 16 standardized sections, covering everything from identification and hazard information through handling, storage, and disposal. Section 3, composition and information on ingredients, is the one you actually care about for formulation and filing purposes. It's also the one most likely to disappoint you when the product in question is a fragrance blend.
Why section 3 is thin on a fragrance blend SDS
Fragrance formulas are frequently treated as proprietary compositions, similar to a recipe a supplier doesn't want a competitor reverse engineering. Because of that, section 3 will often list only the components considered hazardous under the relevant classification system, sometimes with a range rather than an exact percentage, and it may simply state that the remainder is a proprietary fragrance mixture. You're not getting the full ingredient list the way you would for, say, a simple carrier oil.
This is normal and expected. It doesn't mean the supplier is hiding something unsafe, it means the SDS is built to satisfy workplace hazard communication requirements, not to hand over a formula.
What you can extract anyway
- Any component that meets a hazard classification threshold. If an ingredient in the blend is present at a concentration that triggers a hazard disclosure requirement, it has to appear in section 3, named and often with a CAS number.
- Physical and hazard properties, in other sections, which tell you how to handle and store the material even without knowing every component.
- Regulatory notes, sometimes flagging known allergens if the supplier has included that information, though this varies a lot supplier to supplier and shouldn't be assumed complete.
What you genuinely cannot get from the SDS alone
- A full percentage breakdown of every aromatic component in the blend.
- Confirmation of every fragrance allergen present at a disclosable level for cosmetic labeling purposes. Hazard communication thresholds and cosmetic allergen disclosure thresholds are different systems built for different purposes, and a component can sit below one and above the other.
- CAS numbers for components the supplier isn't required to disclose under hazard classification rules.
Where to actually get allergen data
Because the SDS isn't built for cosmetic allergen disclosure, the right document to request is a separate allergen declaration or IFRA-style breakdown from your fragrance supplier, specifically covering the substances relevant to cosmetic labeling, like Limonene, Linalool, Citronellol, Geraniol, Eugenol, and Coumarin. Many suppliers have this ready to send even when their SDS itself stays generic, since it's a routine request from cosmetic formulators. Ask for it directly rather than assuming the SDS covers it.

A short workflow for handling any fragrance blend
- Request the SDS for general handling and hazard information.
- Separately request an allergen declaration or IFRA-compliant breakdown for cosmetic labeling purposes.
- Multiply the blend's use level in your formula by each disclosed allergen's percentage within the blend to get your finished product concentration.
- Keep both documents on file together, since a filing or audit may ask for either.
Supplier documentation formats vary a lot, and what counts as sufficient disclosure can differ by market, so when in doubt, ask your supplier directly for the specific breakdown your filing needs rather than assuming the SDS has it.
