SDS Section 2 Hazards and What They Mean for Cosmetics
A plain-language walk through Safety Data Sheet Section 2, the GHS pictograms it carries, and what they actually mean for a finished cosmetic.
You order a raw material, the supplier sends over a 16-section Safety Data Sheet, and you flip to Section 2 to find a red diamond with an exclamation mark or a picture of a skull. First instinct for a lot of new formulators is mild panic. Second instinct, once you calm down, should be to actually read what the pictogram is telling you, because it's usually about handling the raw material safely in bulk, not about the finished cosmetic you're putting it into.
What Section 2 actually contains
Section 2 of an SDS is titled Hazard(s) Identification, and it's built around the Globally Harmonized System, or GHS, a standardized way of classifying and communicating chemical hazards. You'll typically see three components here:
- Pictograms, the diamond-shaped symbols with a black icon on a white background and red border
- Signal words, either "Danger" or "Warning," indicating severity
- Hazard statements, standardized sentences like "Causes skin irritation" or "Harmful if swallowed"
Crucially, these classifications describe the raw material as supplied, often at 100% concentration or in its concentrated industrial form, not as it exists diluted into your 2% finished formula.
Reading the common pictograms
Here's a quick guide to what you'll run into most often when sourcing cosmetic raw materials:

None of this means the pictogram carries over to your labeled retail product. A raw material corrosive at 100% concentration might be entirely mild once diluted to the fraction of a percent that ends up in your cream.
Why this section matters for a cosmetic formulator anyway
Even though the classification is about the raw material, Section 2 still earns your attention for a few practical reasons:
Handling and storage in your workshop. If a raw material carries a flammable or corrosive classification, that dictates how you store it, what protective equipment you need on the mixing floor, and how you dispose of spills, regardless of how mild the finished product turns out.
A signal to check the ingredient's other sections. A hazard classification in Section 2 is a good prompt to go read Section 3, which lists the actual composition, and Section 11, which covers toxicological information, before you finalize a use level.
Cross-referencing against restricted lists. A raw material with a notable hazard classification is worth checking against the Cosmetic Ingredient Hotlist before you commit to it in a formula, since some restricted substances carry both a GHS classification and a use-level cap.
What Section 2 does not tell you
It does not tell you the finished product's dilution-adjusted safety profile, and it does not substitute for your own safety assessment of the finished formula at its actual use concentration. It also doesn't tell you the ingredient's INCI name directly, that's typically confirmed in Section 3 alongside the CAS number, though sometimes the trade name used throughout the SDS needs to be cross-referenced against the certificate of analysis to nail down the exact INCI term for your filing.

When you're building your ingredient list for a notification, the SDS is one input among several, useful for handling and hazard context, but the actual filing runs on INCI names, CAS numbers, and finished concentration percentages pulled from your formula sheet and supplier documentation together.
