Solid Perfume in a Balm Base: How the Notification Changes
A wax-based solid perfume and an alcohol eau de toilette are both fragrance, but they notify very differently on paper.
Somebody making the jump from candles to solid perfume balms once asked me why their fragrance product notification looked nothing like the eau de toilette template they had found online. Fair question. Both are, at the end of the day, fragrance for the skin. But the format underneath completely changes what your ingredient list and your notification actually look like.
The base is the real story, not just the scent
An alcohol-based eau de toilette is mostly denatured alcohol, with fragrance compound dissolved into it at a relatively low percentage, often single digits, and water making up much of the rest. A solid perfume in a balm base is essentially the opposite structure: waxes and oils, things like beeswax, candelilla wax, jojoba oil, or shea butter, form the bulk of the product, and the fragrance compound is suspended in that base rather than dissolved in alcohol.
That structural difference means your two ingredient lists share almost nothing except the fragrance line itself. Where an eau de toilette declares Alcohol Denat. as a dominant ingredient, a solid balm declares whatever wax and carrier oil blend you built, in descending order of concentration, with the fragrance appearing wherever its actual percentage lands it in that order. If your fragrance load is 8 percent of a wax-and-oil balm, it needs to appear in the ingredient list at roughly that position by concentration, not wherever it would have landed in an alcohol formula.
Why the format changes your allergen math
Fragrance allergen disclosure is based on the actual finished-product concentration of each allergen compound, and that concentration depends on both your fragrance load and the fragrance oil's own composition, not the base type. But the base does affect how much fragrance oil you can practically load. Alcohol-based formats often carry a higher fragrance percentage than a balm can comfortably hold before texture and skin feel suffer, so solid perfumes commonly run a lower total fragrance load. A lower fragrance load does not automatically mean allergens fall below disclosure thresholds. It just means you need to run the actual numbers for your specific formula rather than assuming a solid format is inherently safer on allergens because it "smells lighter."

A few things solid perfume makers specifically overlook
- Assuming a wax base needs no preservative consideration at all. If your balm is genuinely anhydrous, meaning no water content anywhere including from botanical extracts in aqueous carriers, that assumption tends to hold better than for an emulsion, but it is worth confirming rather than assuming for every recipe.
- Forgetting that any carrier oil or butter in the base still needs its own INCI declaration and its own concentration, the same as it would in a lotion.
- Treating the fragrance oil supplier's usage recommendation as fixed rather than checking what percentage you actually landed at in your specific finished balm, since that real number is what matters for both the ingredient list order and the allergen calculation.
- Not revisiting the notification when switching wax suppliers, since Beeswax from different sources can sometimes carry different trace compositions worth confirming with your supplier's documentation.
Filing it correctly the first time
The core notification principle does not change between formats: Health Canada wants an accurate INCI ingredient list with real concentrations, checked against the Hotlist, filed within ten days of first sale. What changes is the substance of that list and the arithmetic behind your allergen disclosure.
