The 16 Sections of an SDS and Which Ones You Need
A walkthrough of all 16 GHS safety data sheet sections with a clear flag on the three or four that actually matter for a cosmetic notification.
A supplier once sent me a safety data sheet that ran fourteen pages for a single fragrance oil. Most of it was legally required boilerplate I'd never touch for a cosmetic filing. If you've stared at one of these documents wondering which parts you actually need to read, here's the honest map: 16 sections, and realistically you're pulling real data from three or four of them.
The full 16, briefly
SDS documents follow a standardized GHS (Globally Harmonized System) structure, so every supplier's SDS, regardless of who wrote it, follows the same 16-section skeleton. That consistency is actually the best thing about them, once you know where to look.

The section that actually matters most: Section 3
Section 3 lists composition, meaning the ingredients in the raw material and, ideally, their concentration or concentration range. This is the section you're mining every time a new supplier ingredient enters your formula. It's where you find:
- The INCI name, or enough chemical information to map to one
- CAS numbers for individual components
- Percentage or percentage range for each component, particularly important for blends
That last point matters a lot if you're using a supplier blend rather than a single-ingredient raw material. A fragrance oil, a preservative blend, a botanical extract mixture, these are all technically multiple ingredients wearing one trade name, and Section 3 is where the blend gets broken into its actual components. You then multiply each component's percentage by your use rate of the blend to get its real concentration in your finished product, the same chained math that matters for allergen thresholds.
The other sections worth a glance
Section 1 (Identification) is useful mainly to confirm you have the SDS for the exact product you're using, not a similarly-named variant from the same supplier. Suppliers sometimes have multiple SDS documents for closely related products, and grabbing the wrong one means Section 3 data doesn't actually apply to what's in your batch.
Section 15 (Regulatory information) occasionally flags if an ingredient is subject to specific regulatory notices in certain jurisdictions, which can be a useful early warning even though it's not a substitute for checking the actual prohibited and restricted lists yourself.
Section 11 (Toxicological information) can be worth reading if you're building out safety substantiation documentation, since it may include existing toxicological study references for the raw material, saving you from starting a literature search from zero.
What you can skip
Sections 4 through 8 (first aid, fire-fighting, accidental release, handling and storage) and sections 12 through 14 (ecological information, disposal, transport) are primarily written for warehouse and industrial handling safety, not product composition. They matter enormously if you're the one physically storing and handling the raw drums, but they don't feed into your ingredient list, your concentration math, or your notification filing. Skim past them without guilt.
A word on what an SDS is not
An SDS is a safety document for handling a raw material, not a marketing document and not, by itself, sufficient proof of cosmetic safety substantiation for your finished product. It tells you what's in the raw ingredient and how to handle it safely in bulk form. It doesn't tell you your finished product is safe as formulated, that's a separate exercise. Treat the SDS as a data source for composition and handling, not as your entire compliance file.
