The concentration limit isn't the only thing that matters here. pH and the warning that comes with it matter just as much, and all three pieces need to line up.

Why AHAs get treated differently from a lot of other actives

Alpha hydroxy acids exfoliate by loosening the bonds between dead skin cells, and at higher concentrations combined with low pH, they measurably increase the skin's sensitivity to UV. That combination, effective exfoliation plus increased sun sensitivity, is why regulators attach both a concentration ceiling and a labeling condition to leave-on AHA products rather than just a flat percentage limit.

Rinse-off AHA products, like a wash-off exfoliating cleanser, generally get treated more leniently than a leave-on serum or lotion, because contact time with skin is so much shorter. The concentration limit conversation is really a leave-on conversation.

The three things that have to line up

  1. Concentration. There's a ceiling on how much AHA a leave-on product can contain. The exact percentage is set by your market's specific regulation or guidance and is worth confirming directly against your regulator's current published limit before you finalize a formula, since these numbers get revisited periodically.

  2. pH. The limit isn't just about raw percentage. A formula's pH affects how much of the acid is in its active, unbuffered form versus its neutralized salt form. A heavily buffered formula at a given AHA percentage behaves differently on skin than an unbuffered one at the same percentage, which is part of why pH shows up as a condition attached to the concentration limit rather than existing separately from it.

  3. The sun warning. Leave-on AHA products at meaningful concentrations typically need a label statement warning users about increased sun sensitivity and recommending sunscreen use. This isn't a formality. It's the label doing the job of telling the customer something true about how the product changes their skin's relationship with UV exposure.

Where makers go wrong

The most common mistake isn't the percentage math, it's forgetting that the sun warning is a package deal with the concentration, not an optional nice-to-have. A maker might get the AHA percentage exactly right and still ship a non-compliant label because the warning statement got left off, or watered down into something vague like "use sunscreen for best results" instead of a real sensitivity warning.

The second most common mistake is treating a supplier's AHA complex, something like a glycolic acid and lactic acid blend sold under a trade name, as a single ingredient for concentration purposes. If a blend is 70% total AHA content and you're using it at 10% in your formula, your actual AHA concentration is 7%, not 10%. That's the same blend-expansion math that trips people up with preservatives and fragrance allergens: multiply the component percentage in the blend by the blend's use level in your formula.

A worked example

Say a supplier's glycolic acid and lactic acid blend is documented at 60% total AHA, and you're using that blend at 12% in a leave-on lotion.

12% (blend in formula) × 60% (AHA within blend) = 7.2% total AHA in the finished product

That 7.2% figure, not the 12% blend percentage, is the number you check against your market's leave-on AHA limit and the one that determines whether the sun sensitivity warning is required.
