Why AHAs get treated differently from a lot of other actives
Alpha hydroxy acids exfoliate by loosening the bonds between dead skin cells, and at higher concentrations combined with low pH, they measurably increase the skin's sensitivity to UV. That combination, effective exfoliation plus increased sun sensitivity, is why regulators attach both a concentration ceiling and a labeling condition to leave-on AHA products rather than just a flat percentage limit.
Rinse-off AHA products, like a wash-off exfoliating cleanser, generally get treated more leniently than a leave-on serum or lotion, because contact time with skin is so much shorter. The concentration limit conversation is really a leave-on conversation.

Concentration. There's a ceiling on how much AHA a leave-on product can contain. 12% (blend in formula) × 60% (AHA within blend) = 7.2% total AHA in the finished product
