AICIS regulates cosmetic ingredients as industrial chemicals, using an Inventory and a set of introduction categories rather than a per-product notification. That means the same substance, say a preservative or a UV filter, gets evaluated the way any industrial chemical would, with hazard characteristics as a central input alongside exposure factors like volume.
This matters because two ingredients with the same cosmetic function, the same INCI-adjacent purpose in a formula, can land in very different categories if their underlying hazard profiles differ. A mild, well-characterized emollient and a chemically reactive preservative are not treated the same just because both end up in a lotion.
What "hazard characteristics" actually means here
Hazard classification in this context is about the intrinsic properties of the chemical itself, independent of how much of it you're using or in what product. Relevant characteristics generally include things like:
- Whether the chemical is already listed on the Inventory with known characteristics, or is new and requires assessment
- Toxicological hazard classification, including any known concerns for human health
- Environmental hazard classification
- Physicochemical properties that affect how the substance behaves and how it should be handled
A chemical that's well-established, already on the Inventory, and has a benign hazard profile is generally going to sit in a lower-obligation category than a novel chemical with hazard flags, even at similar introduction volumes.
Hazard and exposure work together, not separately
This is the piece that's easy to oversimplify. Categorisation isn't "high hazard equals high category" in isolation. It's hazard combined with exposure, and exposure is shaped by things like introduction volume and how the chemical is actually used in the finished product. A chemical with real hazard flags but very limited, well-controlled exposure can sit differently than the same hazard profile at scale.

Where cosmetic makers get surprised
The most common surprise is assuming that because an ingredient is common and widely used in cosmetics elsewhere, it must automatically sit in a low-obligation AICIS category. That's often true, but not automatically true, and it's worth actually checking rather than assuming familiarity equals low hazard categorisation. A preservative that's completely standard in North American and European formulas can still carry hazard characteristics that put it in a category with more expectations attached under AICIS's framework.
The other common surprise is with newer or more novel actives, peptides, newer UV filter chemistries, novel plant extracts processed in unusual ways. These are exactly the ingredients most likely to lack established Inventory history, which pushes them toward categories that require more assessment before introduction.
A practical approach
