Benzyl alcohol works as a preservative and solvent but also counts as a fragrance allergen, which changes how it must be disclosed.
Benzyl alcohol shows up on more ingredient lists than almost anything else in your formula binder, and it earns that spot honestly. It's a preservative, it's a solvent that helps other actives dissolve, and depending on where it came from, it can also be a declared fragrance allergen. Three jobs, one line on the label, and each job has its own disclosure logic.
The INCI and CAS basics
Benzyl Alcohol is the INCI name, CAS number 100-51-6. It's a simple aromatic alcohol, naturally present in essential oils like ylang ylang and jasmine, but also produced synthetically for cosmetic use. That dual origin is part of why it plays more than one regulatory role. When it's added deliberately as a preservative or solvent, it's functioning as a formulation ingredient. When it arrives as a natural constituent of a fragrance oil, or when the finished concentration crosses an allergen disclosure threshold, it's also functioning as a fragrance allergen.
Function one: preservative
Benzyl alcohol has antimicrobial activity on its own, though in practice it's often paired with other preservatives (like a phenoxyethanol combination, or organic acids) rather than used solo, because its antimicrobial strength alone isn't always sufficient at cosmetically acceptable concentrations. Formulators like it because:
- It's broadly compatible with a wide pH range
- It's better tolerated by some sensitive-skin users than certain other preservative classes
- It doubles as a mild fragrance-masking or solvent ingredient, so you're not adding a separate line item just for solvency
Function two: solvent
Separate from its antimicrobial role, benzyl alcohol is a genuinely useful solvent for dissolving other ingredients, particularly some UV filters, dyes, and fragrance components that don't play nicely with water or oil alone. In a lot of formulas its concentration is driven more by its solvent job than by preservation targets.
Function three: fragrance allergen
Here's where it gets specific. Benzyl alcohol is on the list of substances that must be individually declared as a fragrance allergen once concentration crosses certain thresholds, separate from wherever it sits as a "preservative" or "solvent" ingredient on your formula sheet. In Canada, the fragrance allergen disclosure framework is rolling out in two waves: List 1 becomes mandatory on the Cosmetic Notification Form and label on April 12, 2026, and List 2, an expanded set aligned with international allergen lists, follows on August 1, 2026. The general disclosure logic for these allergen lists triggers above 0.001% (10 ppm) in leave-on products and above 0.01% (100 ppm) in rinse-off products.
The practical wrinkle: if your benzyl alcohol is doing double duty, added both as a preservative ingredient and arriving naturally within a fragrance oil, you need to track the total concentration from both sources when you're checking it against the allergen threshold. It doesn't matter that half of it came from your preservative system and half came from your ylang ylang blend, the finished-product concentration is what gets checked against the disclosure trigger.

That third row is the one people miss. If your fragrance blend is used at 1% in the finished product and the supplier's documentation shows benzyl alcohol at 3% within that blend, your real finished-product concentration is 0.03%, well above the leave-on disclosure trigger. You have to do that multiplication, the blend's percentage sheet alone won't tell you the finished-product number.
What to check before you file
- Get the actual composition breakdown from your fragrance or essential oil supplier, not just "contains natural allergens" on a spec sheet
- Add up benzyl alcohol from every source in the formula, preservative system plus any fragrance or botanical contribution
- Compare the total against the leave-on or rinse-off threshold depending on your product type
- Confirm which allergen list applies and when, since the Canadian rollout dates for List 1 and List 2 are staggered
