Converting a Supplier Percentage Into Your Formula Weight

A supplier's '20% active' label refers to their blend, not your finished product. Here's the math to find the real concentration in your formula.

A supplier lists their vitamin C serum base as "20% active," you use 5% of that base in your finished formula, and it's tempting to just write "20%" on your ingredient documentation because that's the number printed on the spec sheet. That's the wrong number for your filing. It's the concentration inside the supplier's blend, not the concentration in the product you're actually selling, and mixing those two up is one of the most common errors in DIY concentration math.

The core rule: multiply, don't copy

Supplier blends expand into their components, and you find the real concentration in your finished product by multiplying the component's percentage within the blend by how much of that blend you used. The formula is:

Blend usage rate (%) × Component's concentration within the blend (%) = Component's true concentration in your finished product

So if a supplier's active blend is 20% ascorbic acid and you use that blend at 5% in your formula:

5% × 20% = 1% ascorbic acid in your finished product

Not 20%. Not 5%. The multiplication of the two is the number that belongs on your ingredient documentation and, ultimately, your CNF.

Why this trips people up

A few reasons this is an easy mistake to make even for careful formulators:

  • The supplier's number is the loudest number. It's on the label, the spec sheet, and the marketing copy, so it's the one that sticks in your head.
  • Your own usage rate feels like a separate decision. You picked 5% because that's what your formulation experience or a trusted recipe suggested, and it's easy to mentally file that as a "how much of the product I used" fact rather than connecting it back to the active's real concentration.
  • Multi-component blends compound the confusion. If a blend contains three actives at different percentages, each one needs its own multiplication, and it's easy to do this correctly for one component and forget the others.

A worked example with a multi-component blend

Say you're using a supplier's "brightening complex" at 3% in your finished serum, and the blend itself breaks down as:

Component (INCI) % within blend Blend usage rate True % in finished product
Aqua (carrier) 60% 3% 1.80%
Niacinamide 25% 3% 0.75%
Sodium Ascorbyl Phosphate 10% 3% 0.30%
Tranexamic Acid 5% 3% 0.15%

Each row is the same calculation: blend usage rate multiplied by the component's share of the blend. Note that the carrier ingredient (often water, INCI name Aqua) gets the same treatment, which matters because it also needs to appear correctly in your ingredient list even though it's not an "active."

Why the finished-product percentage is the one that matters

Two reasons this precision isn't just an academic exercise:

  1. Hotlist screening happens against real concentration. If a component is restricted above a certain concentration on the Cosmetic Ingredient Hotlist, screening it at the supplier's blend percentage rather than your finished product's real percentage could wrongly flag a compliant product, or worse, wrongly pass a non-compliant one if the math runs the other direction.
  2. CNF filings ask for the ingredient's concentration or concentration range as used, meaning in your product, not in a supplier's raw material. A reviewer working from an inflated or deflated number is working from bad data regardless of how careful the rest of your filing is.

Handling blends within blends

Occasionally you'll have a supplier blend that itself contains another supplier's sub-blend, particularly with fragrance compounds. In that case, you multiply through each layer: the top-level usage rate, times the sub-blend's share of the top blend, times the component's share of the sub-blend. It's more steps, but the same underlying logic all the way down.
