The same lavender essential oil that's perfectly fine in a bar soap can be a real problem in a facial serum at the same percentage. This is one of the first things that surprises new soap and skincare makers, and it comes down to one variable: does the product stay on the skin or get rinsed off.
Why product type changes everything
Dermal exposure is a function of concentration and contact time. A rinse-off product, shampoo, body wash, a bar of soap, is on the skin for maybe thirty seconds to a couple of minutes before it's washed away. A leave-on product, a lotion, a facial oil, a roll-on, stays in contact with skin for hours, sometimes reapplied daily on top of what's still there from yesterday.
That difference is exactly why fragrance allergen disclosure rules split at the leave-on and rinse-off line. In Canada, the disclosure trigger is above 0.001% (10 ppm) for leave-on products, and above 0.01% (100 ppm) for rinse-off products, a tenfold difference that reflects how much more caution leave-on exposure warrants.
The essential oil allergen problem
Essential oils aren't single chemicals. Lavender oil, for instance, is a mixture that includes Linalool as a major component. Citrus oils commonly carry Limonene. Clove and cinnamon-type oils bring Eugenol. Rose and geranium oils contribute Geraniol and Citronellol. These are exactly the substances named on fragrance allergen lists, and they occur naturally, so you can't formulate around them just by avoiding synthetic fragrance.
This means an essential oil isn't just "a usage level," it's a bundle of individual allergens each with their own real concentration in your finished product, and each one needs to be tracked separately once you're past the disclosure threshold.
Working through the math
Say you're using a lavender essential oil that's roughly 35% Linalool by composition (actual percentages vary by supplier and batch, so check your specific oil's documentation). If you add that oil at 1% to a leave-on lotion:
- Linalool contribution = 1% x 35% = 0.35% in the finished product
- That's 3,500 ppm, dramatically above the 10 ppm leave-on disclosure trigger
Even a much lower usage rate, say 0.1% of that same oil, still puts Linalool at 350 ppm, still well over threshold. This is the pattern makers need to internalize: essential oils cross allergen disclosure thresholds at very low usage levels, often lower than the levels people use for scent strength.
Typical usage ranges by product type
These are general starting ranges reflecting common formulating practice, not a substitute for a specific oil's own safety data or an IFRA-type usage guideline for that individual oil, since some oils (citrus photosensitizers, certain phenols) carry their own tighter caps regardless of product type.

Practical steps for dosing correctly
- Get the actual composition breakdown for every essential oil you use, not just its name. Suppliers can usually provide a typical composition profile or a batch-specific GC-MS report.
- Calculate each named allergen's real percentage in the finished product, the same blend-expansion math you'd use for any supplier ingredient.
- Compare each allergen's finished-product percentage against the applicable leave-on or rinse-off threshold for your market.
- Don't assume a "natural" or "essential oil" label exempts you from allergen disclosure. Naturally-occurring allergens are treated the same as synthetic ones once they're above threshold.
- Reformulate to a lower usage rate, or accept the disclosure requirement, rather than guessing.
Where this gets genuinely tricky
Essential oils used in combination compound the problem. A blend of three or four different oils, each contributing some Linalool, some Limonene, some Geraniol, means you're tracking multiple allergens across multiple source ingredients, and the totals add up across all of them, not just per-oil. A soap scented with a house blend of lavender, bergamot, and geranium easily has five or six allergens to track, each drawing from more than one oil in the mix.
