Listing Both Phases of a Hand Cream on a CNF

Breaks down how to declare emulsifiers, water phase, and oil phase ingredients correctly for a rich hand cream on a Canadian notification.

A rich hand cream is a fine example of a formula that looks simple on the jar and gets genuinely fiddly the moment you sit down to list every ingredient by INCI name and concentration. It's an emulsion, usually with more moving pieces than a simple lotion, and getting the CNF right means thinking in phases the way a formulator does, not just reading off your batch sheet top to bottom.

Why phases matter for how you list ingredients, even though the CNF doesn't ask for phases directly

The Cosmetic Notification Form doesn't have a field for "water phase" or "oil phase." It wants a flat list: every ingredient, its INCI name, and its concentration or a concentration range. So why think in phases at all?

Because that's how a hand cream formula is actually built, and thinking in phases is the fastest way to make sure you haven't missed anything or double counted. A typical rich hand cream has a water phase (water itself, humectants like glycerin, sometimes water-soluble actives), an oil phase (emollients, butters, oils, and often a wax for structure), and an emulsifier system that holds the two together, plus a cool-down phase for anything heat-sensitive, like preservatives or fragrance. Walking through your batch record phase by phase is a good way to catch an ingredient that got left off the final list, especially anything added at the very end of the process when attention tends to drift.

The emulsifier system deserves its own careful look

This is where hand creams get more complicated than a simple serum or a single-phase gel. Emulsifiers are very often sold as blends rather than single substances, a combination of two or three components pre-mixed by the supplier to hit a particular emulsion type. If your batch sheet says "emulsifying wax at 4%," that's not one ingredient for CNF purposes, it's however many INCI-named components actually make up that wax, each needing its own percentage worked out.

The math is straightforward once you have the blend's real composition: multiply each component's share of the blend by the blend's use level in your formula. An emulsifying wax used at 4% that's 40% cetearyl alcohol and 60% polysorbate 60, as a purely illustrative example, would put cetearyl alcohol at 1.6% of the finished product and polysorbate 60 at 2.4%. Get the blend's actual composition from the supplier rather than guessing at typical ratios, since different suppliers' "emulsifying wax" products are not interchangeable in makeup.

Butters and oils that are themselves complex

The oil phase of a rich hand cream often leans on butters like shea or cocoa, and specialty oils, several of which don't reduce cleanly to a single INCI entry either. Some botanical butters and oils are complex natural mixtures, and depending on how refined or fractionated the material is, you may be listing it under one INCI name for the whole butter or dealing with named fractions, depending on what your supplier actually sold you. This is a spot where supplier documentation, not assumption, should drive what you write down.

Fragrance deserves a special note if your hand cream is scented

If your hand cream carries fragrance, remember the upcoming Canadian allergen disclosure changes apply here too. List 1 fragrance allergen disclosure becomes mandatory on the CNF and label starting April 12, 2026, and List 2 follows August 1, 2026. A hand cream is a leave-on product, so the relevant disclosure threshold is the leave-on one, above 0.001% (10 ppm), which is a lower bar than the rinse-off threshold and worth checking carefully against your fragrance blend's actual allergen content, not just its trade name.

Putting it together

The habit that saves the most time is getting real composition breakdowns for every blend before you sit down to fill out the notification, not partway through. A hand cream formula might read as six or eight line items on your batch sheet and turn into fifteen or twenty actual INCI entries once every blend is expanded. That's normal, not a sign you did something wrong.
