Matching Supplier Allergen Data to the Canada Hotlist
A step-by-step method for cross-checking fragrance allergen percentages from supplier documents against Health Canada Hotlist restrictions before you file.
Your fragrance supplier sends you a technical data sheet with a neat little table of allergen percentages. It looks authoritative. It is authoritative, as far as it goes, but it's describing the fragrance blend, not your finished product, and not automatically cross-referenced against anything Health Canada actually restricts. Turning that supplier table into a compliance decision takes one more step that a surprising number of makers skip.
What the supplier document actually tells you
A fragrance house's allergen declaration typically lists each named allergen present in the blend at or above a certain threshold, expressed as a percentage of the fragrance concentrate itself. That's useful raw material data, but it answers a narrower question than the one you actually need answered, which is: what's the concentration of each allergen in my finished, sellable product, and does that concentration require a declaration or trigger a Hotlist restriction?
The three-step cross-check
Step 1: Get the full component list, not just the "headline" allergens. Some supplier sheets only surface the two or three allergens present in the highest amounts. Ask specifically for a complete declaration against the full list relevant to your market, since a smaller component can still cross a threshold in a leave-on product even at a low percentage in the blend.
Step 2: Do the concentration math for your actual formula. Multiply each allergen's percentage in the fragrance blend by your fragrance blend's use level in the finished product. A blend that's 3% linalool, used at 0.5% in a lotion, puts linalool at 0.015% (150 ppm) in the finished product, well above the 0.001% leave-on disclosure threshold.
Step 3: Check each allergen against Health Canada's Hotlist, not just the general allergen disclosure list. Disclosure and restriction are two different things. An allergen might need to be named on your label and CNF once it crosses the disclosure threshold, and separately, some substances also carry their own Hotlist entries with hard concentration limits or conditions of use that go beyond simple disclosure. Treat these as two separate checks against two separate references.

Notice how close citronellol lands to the threshold here. This is exactly the kind of borderline case where rounding matters, and where you want the supplier's exact percentage, not a rounded marketing figure, before you decide whether to declare.
Common allergens to watch for
Limonene, Linalool, Citronellol, Geraniol, Eugenol, and Coumarin are among the most frequently encountered fragrance allergens, and they occur naturally in a wide range of essential oils, not just synthetic fragrance compounds. If your "unscented" product actually contains a masking fragrance, or your "natural" product relies on essential oils rather than a synthetic fragrance compound, don't assume you're exempt from this check. Natural sourcing doesn't mean allergen-free, it often means the opposite, since essential oils can carry higher relative concentrations of these compounds than a formulated synthetic fragrance.
Timing matters here too
Canada's fragrance allergen disclosure requirements are moving from optional best practice to mandatory in stages: List 1 becomes mandatory on the Cosmetic Notification Form and the label on April 12, 2026, and the expanded List 2 becomes mandatory August 1, 2026. If you're formulating or reformulating anything scented right now, doing this cross-check as part of your standard supplier onboarding, rather than as a last-minute scramble before the deadline, saves you from redoing your entire fragrance documentation twice.
