The Myth That Natural Ingredients Have No Concentration Limit
Botanical and essential oil ingredients face the same hotlist limits as synthetics. Here is where naturals are explicitly restricted.
A maker once told me she skipped checking her lavender oil against the hotlist because "it's just a plant, it's not like it's a chemical." That sentence is doing a lot of work, and none of it holds up once you look at how ingredient regulations actually treat botanicals.
Every essential oil, absolute, and plant extract is made of chemical constituents, and those constituents get named, measured, and restricted exactly like anything synthesized in a lab. Linalool doesn't get a pass because it came from lavender instead of a flask. Coumarin doesn't get a pass because it came from tonka bean. The hotlist and equivalent restricted-substance lists in other markets don't ask where a molecule originated. They ask what it is and how much of it ends up in the finished product.
Where this myth comes from
Part of the confusion is marketing language. "Natural," "clean," and "plant-based" are consumer-facing terms with no regulatory limit attached to them directly. So it's an easy jump to assume that anything under that banner is automatically exempt from the more technical restrictions that apply to "chemical" ingredients. It isn't. A rose absolute and a synthetic fragrance compound are evaluated the same way once you break them down to their component molecules.
The other source of confusion is that essential oils are often used at low percentages, so makers assume the math works out fine without checking. Sometimes it does. Often it doesn't, especially in leave-on products or when several allergen-bearing oils are blended together and their shared constituents stack up.
Where naturals are actually restricted
A few concrete examples of how this plays out:
- Fragrance allergens. Compounds like limonene, linalool, citronellol, geraniol, and eugenol occur naturally in a huge range of essential oils, citrus peels, and botanical extracts. Regulators track these specifically because they're common sensitizers, not because they're synthetic.
- Phototoxic and irritant oils. Certain cold-pressed citrus oils carry known photosensitivity concerns, which is why formulators cap their use level or switch to furocoumarin-reduced versions in leave-on products.
- Restricted plant extracts. Some botanical ingredients with a history of toxicity concerns, and some plant-derived essential oils with high concentrations of specific ketones or phenols, appear directly on restricted-substance lists with a defined maximum.
- Blended naturals. A "calming botanical blend" from a supplier is still a mixture of named constituents. If it contains eugenol at a meaningful percentage, that eugenol counts toward your allergen math the same as if you'd added clove oil directly.
The allergen disclosure rule, as a natural-ingredient issue
This is where the myth causes the most real damage right now. Fragrance allergen disclosure applies above 0.001 percent (10 ppm) in leave-on products and above 0.01 percent (100 ppm) in rinse-off products, and it applies regardless of source. If your "100% natural" body butter contains lavender, ylang ylang, and geranium oil, you likely have linalool, geraniol, and citronellol all present, each needing to be evaluated and, once mandatory, disclosed individually. In Canada, List 1 allergens become mandatory on the notification and label on April 12, 2026, and the expanded List 2 set becomes mandatory August 1, 2026. A maker who assumed naturals were exempt from disclosure will find that assumption expensive to unwind close to those dates.
How to actually check a botanical ingredient
Treat every essential oil and extract the way you'd treat a synthetic raw material:
- Get the supplier's documentation showing the constituent breakdown, not just the trade name.
- Map each named constituent to its INCI name (and CAS number where one exists; some botanical extracts genuinely have none).
- Calculate the real concentration of each constituent in your finished product, accounting for the essential oil's use level in the formula.
- Check each constituent against the relevant hotlist or restricted-substance list for your target market.
- Check the allergen thresholds separately, since they apply at very low percentages that are easy to cross without noticing.
