Parabens generally fall into the restricted category rather than the prohibited one, meaning they can be used, but only up to specific concentration limits, both individually and in combination. This is a meaningfully different status than an ingredient that's outright banned, and it's worth not conflating the two when you're deciding whether an ingredient belongs in your formula.
Because Hotlist limits and specific paraben statuses can be updated, the exact current figures should always be confirmed against the live Hotlist at the time you're formulating, rather than relied on from memory or an older reference. Treat any specific concentration number here as a starting point for your own verification, not a final answer.
