Pulling Percentages From a Surfactant Blend SDS

Active-matter percentages on a surfactant SDS describe the concentrate, not what ends up in your finished shampoo bar or wash.

I get some version of this question from soap and shampoo bar makers constantly: the surfactant they buy, say a Cocamidopropyl Betaine solution, has "30%" printed somewhere on the SDS, but they're not sure if that's the number they should be multiplying by their formula percentage. It usually isn't, at least not directly, and mixing this up is one of the most common ways a CNF ends up with the wrong concentration on it.

Active matter versus total solution

Most liquid surfactants aren't sold pure. Cocamidopropyl Betaine, for instance, is typically supplied as a solution that's around 30% active surfactant and the rest water, because the pure material is too viscous and concentrated to handle easily. That "30%" is the active matter percentage, meaning 30% of what's in the drum is actually Cocamidopropyl Betaine and the rest is water that's already accounted for elsewhere in your formula as Aqua.

This matters because your finished-product concentration calculation needs the active percentage, not the "as supplied" percentage, and definitely not just the number that happens to be biggest on the label. If your recipe calls for 10% of the surfactant solution by weight, and that solution is 30% active, then the actual Cocamidopropyl Betaine concentration in your finished wash is 3%, not 10% and not 30%.

Where to actually find this on the SDS

Section 3 of a safety data sheet, "Composition/Information on Ingredients," is where this lives. A well-built SDS lists each hazardous or reportable component with a percentage or percentage range. For a surfactant blend, you might see something like:

Sodium Chloride 7647-14-5 1 to 3%

Note that the water is listed too. This is useful, because it confirms the blend is a solution rather than a neat active, and it tells you roughly how much of your formula's total water content is already arriving via the surfactant itself, which matters if you're trying to hit a specific total water percentage in the finished product.

When the SDS is vague or the number is a single figure

Not every SDS is this well organized. Some only give a single "approximately 30%" figure with no range, some fold multiple surfactants into one blend without individually reporting each, and older SDS documents sometimes just say "surfactant blend, proprietary" in section 3, which is a compliance dead end. If that happens:

  • Ask the supplier directly for a technical data sheet or a regulatory declaration document, which often has the breakdown the SDS omits.
  • Check whether the supplier publishes a separate INCI declaration sheet, common for surfactant houses selling into cosmetics specifically rather than industrial cleaning.
  • Don't guess a percentage from a product name. "Foamer 30" doesn't reliably mean 30% active, sometimes it's a product code with no relation to concentration.

Doing the math across a whole wash formula

For a liquid castile-style wash using several surfactants, run the same active-matter multiplication for every one before you total anything:

  1. Note the surfactant's use level in your formula (grams or percent of batch).
  2. Multiply by the active percentage from Section 3 of the SDS.
  3. That result is the real finished-product concentration of the named INCI ingredient.
  4. Add up all the water contributed by every surfactant solution plus any water you added directly, to sanity-check your total Aqua percentage against 100%.

Skipping step 4 is how people end up with formulas that don't balance to 100% once you account for the water hiding inside every "active" ingredient.

Why this precision is worth the extra ten minutes

An inflated surfactant concentration on a CNF isn't usually dangerous, but it's inaccurate, and inaccurate filings undermine the whole point of the notification system, which relies on the declared concentrations being real. It also matters for your own formulation records if you ever need to explain a stability or irritation issue down the line.
