Notifying a Solid Shampoo Bar Made From Syndets
A syndet shampoo bar is a cosmetic, not a soap, and its solid surfactant blend needs the same INCI-level declaration as a liquid shampoo.
Solid shampoo bars have a branding problem baked right into their name. They look like soap, they're used like soap, and half the marketing copy for them leans hard on "bar" and "zero waste" language that borrows soap's eco credibility. But if your bar is made from syndets rather than saponified oils, you're not filing it the way you'd file a bar soap, and treating it like one is a mistake that shows up the moment a reviewer looks at your ingredient list.
Syndet, not saponified
"Syndet" is short for synthetic detergent. A syndet bar is built from surfactants like sodium cocoyl isethionate, sodium lauroyl methyl isethionate, or sodium cocoamphoacetate, pressed into a solid bar with binders, butters, and often a bit of stearic acid to hold shape. Nothing in that bar went through saponification. No fatty acid reacted with an alkali to become soap.
That distinction matters because true soap, meaning alkali salts of fatty acids sold with only a cleansing claim, can be treated differently from a cosmetic in some jurisdictions. A syndet bar doesn't get that treatment. It's a cosmetic from the start, full stop, regardless of how "natural" or "soap-like" its marketing sounds. And a shampoo bar specifically is making a cosmetic claim about hair care, which puts it squarely in cosmetic territory even before you consider the syndet question.
What actually goes on the notification
For a Health Canada Cosmetic Notification Form, you're listing every ingredient by INCI name with its concentration or a concentration range, the same as you would for a liquid shampoo. The solid format doesn't exempt you from anything or simplify the ingredient declaration. If anything, solid formats trip people up because the ingredient list often includes several functional layers stacked into one bar:
- Primary surfactants: the cleansing syndets doing the actual work, often 40 to 60 percent of the bar
- Secondary surfactants: milder co-surfactants like cocamidopropyl betaine, added for foam quality and mildness
- Structuring agents: stearic acid or similar fatty acids that let the bar hold its shape and not crumble
- Conditioning agents: oils, butters, or silicones added for hair feel
- Actives or extras: anything making a specific claim, like a scalp-soothing botanical
Each of these needs its real INCI name and its real concentration in the finished bar, not the supplier's marketing name for a proprietary surfactant system. If you bought a pre-blended syndet base from a supplier, that blend expands into its individual INCI components on your notification. You take the blend's percentage in your bar and multiply by each component's share of the blend to get the true finished-product concentration for each one.
A worked example
Say your bar is built on 45% of a supplier surfactant blend that's itself 70% sodium cocoyl isethionate and 30% disodium laureth sulfosuccinate. The finished-bar concentrations aren't 45% and 45%. They're:

That's the math a reviewer expects to see traceable, either directly on the form or in your backup documentation.
Screening against the Hotlist
Once you've got real INCI names and concentrations, they go through the same screening as any other cosmetic against Canada's Cosmetic Ingredient Hotlist. Solid bars don't get a pass here either. If your bar contains a fragrance oil, you'll also want to check your allergen declaration timeline: List 1 fragrance allergens become mandatory on the CNF and label starting April 12, 2026, and List 2 follows August 1, 2026, with disclosure required above 0.001% in leave-on products. A shampoo bar is rinse-off, so the applicable threshold is above 0.01%, but confirm which threshold applies to your specific product format since usage pattern can affect classification.
Labeling still needs both languages
Don't forget the bilingual requirement. Whatever ingredient declaration and identity statement you put on a liquid shampoo label, your bar needs the English and French equivalent, INCI names included, since INCI names by convention aren't translated but surrounding label text is.
