How to Calculate the Active From a Diluted Supplier Blend

A supplier blend's stated active percentage is not your finished-product concentration. Here is the multiplication a regulator actually needs.

Here's a mistake that happens constantly and is almost never caught until someone actually checks the math: a maker buys a preservative blend labeled "20% active," adds it to their formula at 1%, and then writes "20%" on their ingredient list as if that is the concentration in the finished product. It is not. It is 0.2%. That gap between what the label says and what actually lands in the bottle is the whole reason this calculation deserves its own explanation.

The core formula

The math itself is simple multiplication, and once you see it laid out, you will never do it wrong again:

Real concentration = (percentage of blend added to formula) × (active content stated by supplier)

So if a supplier's blend is 20% active and you add that blend at 1% of your total formula weight, the real concentration of the active ingredient in your finished product is 1% × 20%, which is 0.2%.

Walking through a full example

Say you are formulating a toner and your supplier sells a chelating agent blend described as "Disodium EDTA solution, 39% active in water." You add this blend at 0.5% of your total formula.

  1. Blend addition rate: 0.5%
  2. Supplier's stated active content: 39%
  3. Real concentration of Disodium EDTA in the finished product: 0.5% × 0.39 = 0.195%

That 0.195% is the number that belongs on your ingredient declaration, not 39%, and not 0.5%. Both of those other numbers describe something true, just not the thing a regulator or the Cosmetic Ingredient Hotlist screening actually needs to evaluate.

Where this gets more layered

Some supplier blends are not a single active diluted in water. They are combinations of two or three functional ingredients, each at its own internal percentage, all bundled under one trade name. In that case, you have to run this same calculation separately for every component inside the blend.

Each row runs the same multiplication independently. This is also exactly why supplier spec sheets and safety data sheets matter so much, since the composition breakdown, often found in the section covering composition, is where these internal percentages actually live. Guessing at the split between components inside a blend is not a safe substitute for getting the real numbers from the supplier.

Common ways this calculation goes wrong

  • Using the blend's active percentage as if it were the finished product concentration. This is the single most frequent error and tends to happen when someone copies numbers straight off a spec sheet without pausing to ask what they actually represent.
  • Forgetting to re-run the math after a formula change. If you increase your addition rate from 0.5% to 1% for stability reasons, the real concentration of every component inside that blend doubles too. It is easy to update the addition rate in your formula notes and forget the downstream ripple into the ingredient declaration.
  • Rounding too early. If you round the addition rate before multiplying, small errors compound, especially with ingredients that have a tight concentration limit or trigger a labeling requirement at a specific threshold.
  • Losing track of which percentage a supplier document is even describing. Some spec sheets state percentage by weight, others describe concentration differently. When in doubt, ask the supplier directly what basis their stated percentage uses.

Why this matters more than it seems

For most emollients and functional ingredients, being slightly off on this math is a paperwork accuracy issue. For anything with a defined concentration threshold, and this becomes especially relevant with the fragrance allergen disclosure rules coming into effect in Canada, that arithmetic determines whether a substance needs to be individually declared at all. A fragrance blend that looks completely fine at the trade-name percentage can contain an allergen that crosses the disclosure threshold once you actually multiply through, particularly for allergens that occur naturally within essential oils bundled inside a fragrance compound.

Get in the habit of running this calculation the moment a new supplier blend enters your formula, not the week before you file. Keep the arithmetic attached to your formulation records alongside the trade name and the INCI breakdown, so nothing has to be reconstructed later under time pressure.
