Shimmer and Highlighter Mica Under Colorant Rules
How pearlescent mica and effect pigments get declared and limited when you're filing a makeup product with shimmer or highlighter effects.
Shimmer is deceptively complicated to file correctly, because what looks like one shiny ingredient in a jar is usually several distinct substances layered together. A highlighter that catches light beautifully on the cheekbone is often mica, a coating material, and one or more colorants all working as a team, and each of those needs its own accounting.
Mica is the base, not the whole story
Mica itself, the mineral platelet that gives shimmer products their light-reflecting structure, is a widely used, generally well-understood colorant base. But raw mica on its own is mostly translucent to pale. The color and shine you actually see in a highlighter usually comes from coating those mica platelets with something else, commonly:
- Titanium dioxide, for a bright white, pearly base shimmer
- Iron oxides, for warmer golds, bronzes, and rose tones
- Other approved colorants or effect pigments layered on for specific finishes
The finished ingredient that goes in your product might be sold to you under a trade name like "Bronze Shimmer FX Powder," but that trade name never appears on the label or the filing. It has to be broken down into its actual INCI components, mica plus whatever's coating it, each declared separately with its real concentration in the finished product.
Why this matters more for effect pigments than plain colorants
A single colorant, like an iron oxide used alone, is relatively simple to check: you confirm the INCI name, the CAS number, and whether the market's rules cap its concentration or restrict its use in certain product types (some markets treat colorants near the eye area more cautiously, for instance). Mica-based effect pigments complicate this because:
- The finished effect pigment is a blend, and each component of that blend needs to be checked individually against the market's restricted and permitted colorant lists.
- Suppliers sometimes report the blend's overall percentage in a formula, not the percentage of each individual coating material, which means you have to multiply the component's share of the blend by how much of the blend you actually used.
- Some effect pigments include very fine synthetic mica alternatives or interference pigments that use different underlying chemistry than natural mica, and those need to be identified correctly rather than assumed to be "the same as mica."
Working through a simple example
Say your highlighter uses 8 percent of a shimmer blend, and the supplier's documentation says that blend is composed of 80 percent Mica and 20 percent Titanium Dioxide as the coating.

Both of those final percentages, not the blend's overall 8 percent figure, are what belong on your ingredient declaration and what get checked against colorant limits.
What actually needs checking before you file
For any shimmer or highlighter formula, the practical checklist looks like this:
- Get the full breakdown of every effect pigment or shimmer blend from your supplier, not just the trade name.
- Confirm the INCI name and, where possible, CAS number for each component, including the coating materials, not just the mica base.
- Calculate the true finished-product concentration of each component using the blend's composition and your use rate.
- Check each component against your target market's list of permitted colorants, since colorant approval lists are typically their own separate category from general ingredient restrictions.
- Watch for eye-area restrictions specifically if the highlighter is marketed for use near the eyes, since some markets apply tighter rules there.
Keep the supplier documentation on file
Because the blend composition is the piece most likely to be missing or vague, it's worth pushing your pigment supplier for a proper breakdown before you commit to a formula, not after you've already built and tested a shade range around it. A supplier that can't tell you what's inside their shimmer blend is one to be cautious about regardless of how good the swatch looks.
