No, a Certificate of Analysis Does Not Replace the SDS
A Certificate of Analysis confirms a batch met spec. An SDS covers hazard and handling. Why cosmetic makers still need both.
A supplier sends over a Certificate of Analysis with a raw material shipment, and somewhere along the line someone on the team files it under "safety documentation" and moves on. It happens constantly, and it's a mix-up worth clearing up because the two documents genuinely don't overlap much.
What a Certificate of Analysis actually tells you
A CoA is a quality control document. It confirms that a specific batch of a raw material matches the specifications the supplier promised, things like purity percentage, appearance, pH, viscosity, or microbial count depending on the material. It's batch-specific, it's about identity and quality, and its whole job is answering "is this the thing I ordered, at the quality I ordered it at." That's genuinely useful information, and you should keep CoAs on file for traceability and quality assurance.
What a CoA does not tell you is how to handle the material safely, what happens if it's inhaled or splashed in an eye, how to store it away from incompatible substances, or what to do in a spill. That's not a gap in the CoA. It's just not what the document is for.
What an SDS actually covers
A safety data sheet has 16 standardized sections, and section 3 specifically covers composition, meaning what's actually in the material and at what concentration range. But the SDS as a whole is built around hazard and handling, not quality confirmation. It tells you:
- Hazard identification and classification
- First aid measures
- Firefighting measures
- Handling and storage requirements
- Exposure controls and personal protection
- Physical and chemical properties relevant to safety
- Stability and reactivity
- Toxicological information
- Disposal considerations
None of that is quality control. An SDS doesn't tell you whether this particular batch met spec, and a CoA doesn't tell you what to do if a drum of the material starts leaking in your workshop.

Why the mix-up causes real problems
If a workplace safety inspection asks for your SDS library and you hand over a stack of CoAs instead, that's not a paperwork technicality. It means nobody in the building actually has the hazard and first-aid information they'd need in an incident. And if you're relying on a CoA's purity percentage as a stand-in for the composition breakdown you need for a cosmetic filing, you may be missing information the SDS's section 3 would have given you more directly, particularly around minor components or impurities that matter for restricted-substance screening.
The reverse mix-up happens too, less often, where someone assumes the SDS's composition section is enough for quality control purposes and stops requesting CoAs. SDS composition data is often given as a range for safety classification purposes, not the tight batch-specific number a CoA gives you. If you need to confirm this specific batch actually hit 98% purity rather than sitting in a broader safety-relevant range, the CoA is what answers that.
What to actually keep on file
For every raw material and supplier blend you use, you want both documents, and they serve different parts of your recordkeeping:
- SDS for every material, kept current, since suppliers do update these when hazard classifications or composition details change
- CoA for the batches you actually received, especially if a formula's compliance depends on a purity or concentration threshold
- A clear mapping from whatever the supplier calls a blend to its actual INCI components, since neither the CoA nor the SDS necessarily hands you that mapping in a format ready for a cosmetic notification
