When Your Product Actually Needs Challenge Testing

Water activity and how the product is used determine whether preservative challenge testing is genuinely required or a precaution you can reasonably skip for now.

Somebody asked me recently whether their whipped body butter needed a preservative challenge test, and I asked back: does it have any water in it at all? It didn't, not a drop. That single question settled most of the decision right there, because challenge testing exists to answer one specific problem, and that problem barely exists without water.

What a challenge test is actually checking

A preservative challenge test, sometimes called a preservative efficacy test, deliberately inoculates your finished product with a standard set of bacteria, yeast, and mold, then tracks whether your preservative system knocks them back down over a defined period. It's a real lab test, not something you can approximate at home, and it answers a very specific question: does your preservative system actually work at the level you're using it, in this specific formula, against organisms that could realistically contaminate it in use.

That's different from safety substantiation in general. Challenge testing is one piece of proving a product is microbiologically safe over its shelf life and its use life, meaning after a customer has opened the jar and is dipping fingers into it every morning for months.

Water activity is the first filter

Microorganisms need available water to grow. Not just any water content, specifically water that's chemically free to support microbial activity, which is what water activity actually measures. This is why the question isn't just "does it contain water" but "does it contain water in a form microbes can use."

  • Anhydrous products (oil-based balms, anhydrous lip balms, solid perfumes, straight beeswax-and-oil salves) generally have very low water activity and a correspondingly low microbial growth risk. These are the products where challenge testing is often genuinely unnecessary, though "often" isn't "never," especially if any water-containing ingredient sneaks in.
  • Emulsions (lotions, creams, body butters with a water phase, anything with an oil-and-water blend held together by an emulsifier) are the classic case where challenge testing matters most. Water is present, it's biologically available, and the product is usually stored at room temperature in a bathroom, which is close to ideal conditions for contamination.
  • High-sugar or high-salt products (some sugar scrubs, salt scrubs) can have water present but bound up in a way that lowers water activity enough to meaningfully suppress microbial growth, though this depends heavily on the actual formula and shouldn't be assumed without checking.
  • True soap, meaning saponified bar soap with a high pH and low water activity once cured, is generally considered low risk, which is part of why it's treated differently in several regulatory frameworks.

How the product is used changes the calculus too

Water activity isn't the only variable. How a customer actually uses the product matters just as much:

  1. Single-use or sealed products (individually wrapped wipes, single-use sachets) have less opportunity for repeated contamination than a jar someone dips into daily.
  2. Jar products versus pump or tube products carry different risk. A jar invites fingers, and fingers bring in whatever's on them, every single time it's opened.
  3. Products used near water (shower products, bath products) face more dilution and contamination opportunities than a product applied to dry skin.
  4. Products marketed to babies, or for use around the eyes, generally warrant more rigorous safety substantiation precisely because the consequences of a contamination failure are more serious.

A rough decision framework

This table is a starting point for thinking it through, not a substitute for testing your actual formula if you're unsure, and definitely not a substitute for your own market's specific safety substantiation requirements. Under MoCRA in the US, for instance, safety substantiation is a general requirement regardless of whether a challenge test specifically is the right tool for a given product.
