Why Adding Water Raises Your Testing Bill

How introducing water into an anhydrous formula changes preservation needs and brings challenge testing and stability work into the picture.

You've been selling a solid lotion bar for a year with zero preservative in it, and now you want to launch a lighter whipped version with aloe juice mixed in, and suddenly your supplier is asking about challenge testing and your production cost just went up before you've sold a single unit. This is one of the most predictable jumps in a maker's product line, and it catches people off guard almost every time.

Water is where microbes live

An anhydrous product, meaning one with no free water, like a solid lotion bar, a lip balm, or an oil-based serum, is naturally hostile to microbial growth. Bacteria, mold, and yeast need available water to multiply, and if there's essentially none in the formula, that risk stays low even without a dedicated preservative system, though "low" isn't the same as "zero" and good manufacturing practice still matters.

The moment you introduce water, and this includes aloe juice, floral hydrosol, herbal tea infusions, or straight water itself, you've created an environment where microbes can actually grow. This is true even at fairly low percentages. A 5 percent aloe juice addition to an otherwise oil-based formula is still enough free water to change the risk profile of the whole product.

What actually follows from that shift

Preservative selection becomes non-optional. A water-containing formula needs an effective preservative system chosen to work against the range of organisms relevant to your product type and how it's used, like whether it's a jar product touched with fingers repeatedly, which introduces more contamination opportunities than a pump-dispensed product.

Challenge testing becomes the honest way to confirm it's working. A preservative challenge test, sometimes called a preservative efficacy test, deliberately introduces standard test organisms into a sample of your actual finished formula and measures whether the preservative system knocks them down over a set period. This isn't a formality, it's the only real way to know whether your chosen preservative and its concentration are actually doing the job in your specific formula, since preservative efficacy is highly dependent on the whole formula, not just the preservative in isolation.

Stability testing needs a longer look too. Water-containing formulas are more prone to physical instability over time, like separation, pH drift, or texture changes, on top of the microbial question. Stability testing at various temperatures over an extended period gives you real data on shelf life rather than a guess.

pH becomes something you need to actually measure and control. Most preservative systems only work effectively within a specific pH range. Adding water-based ingredients can shift a formula's pH away from where you expect it, which is part of why a pH adjuster like citric acid so often appears in water-containing formulas even at a fraction of a percent.

Why this shows up as a cost, not just a formulation step

Preservative challenge testing and stability testing both cost money and take time, typically weeks rather than days, and that's the part that surprises makers moving from a simple anhydrous line into water-based products. It's not that the regulations suddenly demand something new from you as a seller, it's that making a genuinely safe water-containing product requires this kind of verification as a practical matter, and skipping it means selling something you haven't actually confirmed is stable against microbial growth.
