Body Butter Notifications and the Anhydrous Preservative Question
Why a waterless whipped body butter has different preservative logic than a lotion, and how to describe that accurately on a CNF.
Someone asks you why their whipped shea butter doesn't have a preservative listed, and if you've been making lotions too, the instinct is to worry. But an anhydrous body butter runs on different rules than a water-based emulsion, and the CNF should reflect that difference honestly rather than forcing a preservative in where the formula doesn't need one, or skipping the conversation entirely when it does.
What "anhydrous" means for your filing
Anhydrous means without water. A classic whipped body butter made from shea butter, cocoa butter, and a carrier oil or two, whipped with a mixer for texture, contains no water phase at all. Microbial growth needs water to get going, so a genuinely anhydrous product has a much lower spoilage risk than an emulsion. That's why plenty of solid butters, balms, and oil blends ship with no preservative and stay stable for a long shelf life, especially if they're kept away from moisture during use.
This is not a loophole and it's not something to hide. On your CNF, list the formula exactly as it is: the fatty butters, the oils, any fragrance, any botanical extract, and no preservative, because there's genuinely nothing there for one to protect against. Health Canada doesn't require you to add an ingredient that doesn't belong.
Where anhydrous stops being anhydrous
The problem shows up the moment water sneaks in, and it sneaks in more often than people expect:
- Aloe vera juice or gel added for a lighter feel introduces water, since most aloe products are mostly water even when they're marketed as a "gel."
- Hydrosols (rose water, witch hazel water) are water by definition, INCI name Aqua plus whatever plant it's distilled from.
- Botanical extracts are frequently sold in a glycerin or water carrier, and glycerin alone doesn't support microbial growth the way water does, but a water-carried extract does bring water into your anhydrous butter.
- User contamination matters too. A butter in a wide-mouth jar that customers dip fingers into repeatedly picks up moisture and skin flora over time, which is a real-world risk even in a formula that's anhydrous on paper.
If any of these show up in your recipe, your product usually isn't anhydrous anymore, and the preservative conversation applies the same way it would to a lotion.

Describing it accurately on the CNF
The INCI listing itself doesn't change based on preservative logic. You still list every ingredient, from Butyrospermum Parkii Butter (Shea Butter) down through your fragrance components, with concentration or a concentration range for each. Where this affects your filing is really about not fabricating a preservative you're not using and not glossing over one you should be using. If a reviewer or a customer ever asks why there's no preservative in an anhydrous product, you want the honest answer to be "because the formula has no water phase," not "we didn't think about it."
If a formula sits in a gray zone, like a butter with a trace amount of aloe juice, it's worth actually calculating the water percentage rather than guessing. A tiny hydrosol addition used at 0.5% behaves very differently than one used at 15%.
