Diluted Actives: Listing the Water That Came in the Bottle
How to list a pre-diluted active on your CNF without dropping the carrier water or double-counting the active percentage.
You order "10% niacinamide solution" from a supplier, and it shows up as exactly that on the drum label. Great for making batches, confusing for filing. Because that drum isn't niacinamide. It's mostly water, with niacinamide dissolved in it, and maybe a whisper of preservative to keep the solution from growing something.
The instinct a lot of makers have is to just write "Niacinamide" on their formula sheet at the percentage they added, and move on. That's the error that trips up more filings than almost anything else in this category, because it quietly overstates the active and silently deletes an ingredient (the water) that has to appear on your list.
What's actually in the bottle
A pre-diluted active is a carrier plus a payload, and sometimes a third thing to protect the payload. Read the supplier's technical data sheet or certificate of analysis, not just the drum label, and you'll usually find something like:

Every one of those needs to land on your finished-product ingredient list, at its true concentration in your final product, not the concentration in the drum.
Doing the math without guessing
This is the same blend-expansion logic you'd apply to any supplier premix, just easier because it's usually only two or three components:
- Take the percentage of the diluted active you added to your formula. Say 5%.
- Multiply by each component's share of that blend. A "10% niacinamide solution" is 10% niacinamide and roughly 90% water (plus a trace of preservative, check the exact ratio on the spec sheet, don't assume it's a clean round number).
- Niacinamide in the finished product: 5% x 10% = 0.5%.
- Water contributed by that ingredient: 5% x 90% = 4.5%. Add that to whatever water you added directly elsewhere in the batch, since it's all the same INCI entry, Aqua, once it's in the final product.
Skip step 3 and you'll report 5% niacinamide when it's really 0.5%, which can misrepresent both the actual dose and, if there's ever a restricted-use ingredient in that blend, whether you're within limits.
Where the water actually goes on the list
Aqua almost never disappears from an ingredient list just because it arrived pre-mixed with something else. If your batch record shows water added at three different points (as a solvent for the humectant phase, as the carrier in the diluted preservative, and as the carrier in the diluted active), all of that water gets summed into one Aqua entry with one total percentage. You don't list "Aqua (from niacinamide solution)" and "Aqua (added directly)" as two separate lines.
The preservative carried in on the active blend is trickier, and it's the part people miss most. If your 10% niacinamide solution is itself preserved with, say, 0.1% phenoxyethanol in the drum, then at your 5% use rate you're contributing 0.005% phenoxyethanol to the finished product. That's small, but if you're also adding your own preservative system separately, the two need to be considered together against any concentration limit that applies to that preservative, not evaluated in isolation.
A quick way to sanity-check yourself
Before you finalize a formula sheet, ask:
- Does every raw material I bought as a "solution," "blend," or "premix" have a spec sheet showing its actual composition?
- Have I multiplied through to finished-product percentages for every component, not just the headline active?
- Did I fold contributed water back into my single Aqua line?
- Did I check whether a carried-in preservative changes my total preservative load?
If any answer is no, that's the gap to close before you file, not after.
