Essential Oil INCI Versus Its Individual Constituents
Declaring lavender oil as one line item works until an allergen constituent inside it needs its own separate disclosure.
A maker asked me recently why their lavender-scented lotion needed two ingredient lines for what is, to them, one bottle they poured from. They bought Lavandula Angustifolia Oil, added a measured amount to their base, and figured that was the whole story. It mostly is, until you get to allergen disclosure, where the story splits in two.
Two different things living in the same bottle
An essential oil is a single sourced material with one INCI name. Lavender oil is Lavandula Angustifolia Oil. Sweet orange oil is Citrus Aurantium Dulcis Peel Oil. When you declare your finished product's ingredient list in descending order of concentration, that whole oil gets one line, one INCI name, one percentage, reflecting how much of the oil you added to your batch.
But that same oil is not a single chemical. It is a mixture of many naturally occurring compounds, and some of those compounds happen to be recognized fragrance allergens. Lavender oil naturally contains linalool. Citrus oils carry limonene. Clove, cinnamon, and some florals bring eugenol. Geranium and rose-type oils often carry geraniol and citronellol. These constituents are baked into the oil by nature, not added separately by you, but they still count for allergen disclosure purposes.
When you declare the whole oil versus when you break out the constituent
For your general ingredient list, the whole oil is what you declare. You are not expected to list "Lavandula Angustifolia Oil" and then separately list every trace compound inside it as if you added them individually, because you did not. You bought and added one material.
Where the split happens is allergen disclosure specifically. In Canada, fragrance allergens have their own disclosure requirement layered on top of the standard ingredient list, and it is based on the concentration of the individual allergen compound in your finished product, not the concentration of the parent oil. So you declare Lavandula Angustifolia Oil as your fragrance ingredient, and separately, if the linalool concentration it contributes crosses the disclosure threshold, linalool itself needs to appear as a named allergen.
This is not a redundant listing. It is two different disclosures answering two different questions: what did you add to the formula, and which specific allergen compounds are present at a level that matters.
Doing the math instead of guessing
You cannot know whether a constituent crosses the disclosure threshold without calculating it. The calculation is straightforward once you have supplier documentation:
- Find your essential oil's usage level in the finished product (say, 0.5 percent).
- Find the documented percentage of the allergen constituent within that oil, from the supplier's specification or a recognized composition reference (say, linalool at roughly 30 percent of the oil).
- Multiply the two: 0.5 percent times 30 percent gives you 0.15 percent linalool in your finished product.
- Compare that number against the disclosure trigger for your product type.
In Canada, leave-on products trigger disclosure above 0.001 percent (10 ppm) and rinse-off products trigger above 0.01 percent (100 ppm). A linalool contribution of 0.15 percent clears both thresholds easily, meaning it needs to be named specifically, not just folded invisibly into "Lavandula Angustifolia Oil."

Actual percentages vary by supplier, growing region, and harvest, which is exactly why you should be working from your specific supplier's documentation rather than a generic average when the numbers matter.
