How to Order Ingredients on a Cosmetic Label
Ingredients over 1 percent must be listed by descending concentration. Below that threshold, order becomes flexible. Here is how the rule actually works.
The order of your ingredient list isn't decorative. It's a compliance requirement with a specific rule behind it, and it's one of the most common places I see handmade cosmetics get flagged during review, usually because a maker listed a fan-favorite botanical extract near the top of the list when it's actually present at a fraction of a percent.
The core rule: descending concentration
Ingredients need to appear in order from highest concentration to lowest. If your lotion is 70% water, 15% oil blend, 8% emulsifying wax, and the rest is a mix of preservative, fragrance, and extracts, then Aqua goes first, your carrier oil second, and so on down the line. This isn't arbitrary. It exists so that anyone reading the label, a consumer with a sensitivity, a regulator doing a check, another formulator, can get an honest read on what's actually dominant in the product versus what's a minor addition.
This is exactly why supplier blends trip people up. If you buy a "vitamin E and rosehip complex" from a supplier and use it at 2% of your formula, you don't get to list vitamin E and rosehip as if they were 2% each on their own. You expand the blend into its actual components and multiply each component's percentage within the blend by your 2% use rate. A blend that's 40% rosehip oil, used at 2% of your final formula, means rosehip oil is really contributing 0.8% of your finished product, and it needs to be positioned in the list accordingly.
Where the rule loosens: the 1 percent threshold
Here's the part that actually gives makers some breathing room. Once you get below 1% concentration, strict descending order stops being required. Ingredients under that threshold can be listed in any order, typically clustered together at the tail end of the ingredient list. This is why you'll often see a jumble of preservatives, fragrance components, colorants, and trace botanicals bunched up near the end of a label without a strict internal hierarchy among them.
Practically, this means your list has two zones:
- Above 1%: strict descending concentration order, no exceptions.
- At or below 1%: can be grouped in any order, commonly by convention (some makers keep fragrance and colorants toward the very end regardless).
Common mistakes worth double-checking
A few patterns show up again and again when I'm looking at label drafts:
- Marketing-driven ordering. Listing "organic argan oil" second because it's the hero ingredient in your product story, when by weight it's actually your fourth or fifth largest component.
- Blend components listed at face value. Treating a supplier's proprietary blend name as a single ingredient rather than expanding it into its INCI components at their true diluted percentage.
- Water miscounted or omitted. Aqua is almost always the single largest ingredient in water-based formulas (lotions, creams, liquid soap) and needs to be listed accordingly, using its INCI name, not "water" in the ingredient declaration itself unless your market's rules specifically allow the common name.
- Fragrance and allergen components out of sequence. If a fragrance allergen needs individual disclosure at a meaningful concentration, it should reflect its actual concentration in the finished product, not get buried arbitrarily.
A worked example
Say you're making a solid lotion bar with this rough formula:

Your list would run shea butter, coconut oil, beeswax, sweet almond oil, then the tocopherol at its real 2.1%, then the essential oil blend, with individual trace allergens grouped near the end since each falls under the 1% line.
Why this matters beyond the label itself
Getting ingredient order right isn't just about the printed label. It usually mirrors the same ingredient breakdown you'll need for a formal notification filing, where INCI names, CAS numbers, and concentrations get listed and screened against a market's restricted substances list. If your label ordering is sloppy, it's often a sign the underlying percentage math hasn't been done carefully, and that same math is what a regulator or reviewer will be checking.
