Ordering Your Ingredient List by Concentration, Step by Step
A practical method for ranking every ingredient on a formula sheet by real concentration before it reaches a cosmetic notification filing.
Ask five soap makers how they order their ingredient list and you'll get five different answers, and at least two of them will be guessing. The actual rule is simple in concept, list ingredients from highest to lowest concentration, but getting there from a messy formula sheet with supplier blends and percentages scattered everywhere takes an actual process, not a glance.
Start with your raw formula sheet, not your label draft
Your formula sheet should already have every ingredient and its percentage of the total batch. If it doesn't, that's step zero: go back and get exact percentages for everything, including water, before you try to order anything. A formula sheet that's missing a percentage for even one ingredient makes accurate ordering impossible past that point.
Step 1: separate true single ingredients from blends
Look at your ingredient list and flag anything that's actually a supplier blend rather than a pure single substance, things like a proprietary preservative system, a fragrance oil, or an extract complex that's sold under one trade name but is really several components combined. These need to be expanded before you can order accurately, since the blend's overall percentage in your formula isn't the same as any individual component's real concentration.
Step 2: expand every blend into its components
For each blend, get its component breakdown from the supplier, usually from a technical data sheet or safety data sheet, section 3 covers composition. Multiply each component's percentage within the blend by your use rate of that blend in the finished product.
Example: your fragrance oil is used at 1.5% of your total formula. The supplier's data sheet shows that fragrance oil is 20% linalool. The real concentration of linalool in your finished product is 1.5% times 20%, which equals 0.3%.
Do this for every component of every blend you use. It's tedious the first time and much faster once you've built a reference sheet for your regular suppliers.
Step 3: build one flat list with real percentages
Once every blend is expanded, you should have a single flat list where every line is either:
- A single ingredient with its actual percentage in the finished formula, or
- A component that came out of a blend, with its calculated real percentage
At this point, ignore where the ingredient came from, whether it was already a single ingredient in your recipe or a component you extracted from a blend. What matters now is only the number.
Step 4: sort from highest to lowest
This is the mechanical part. Sort your flat list in descending order by percentage. Water is almost always the largest percentage in a water-based formula and lands at the top. Trace components you extracted from fragrance or preservative blends usually land near the bottom, often below 1%.

Step 5: handle the low-percentage cluster carefully
Once you're down under 1%, several ingredients often cluster close together, and getting the exact order right among them matters less for accuracy but still needs to be consistent with your real numbers. Don't eyeball this part just because the differences feel small. A 0.3% ingredient still belongs above a 0.2% one.
A note on ingredients some regulators let you group at the bottom
Some markets allow ingredients present below a certain small threshold, often colorants or minor components, to be listed in any order at the very end of the list, separate from the strict descending rule that applies above that threshold. Whether that applies to your specific market and product type is worth confirming with current guidance rather than assuming it universally applies, since this is exactly the kind of rule that varies and changes.
Why doing this by hand is where errors creep in
The most common mistake isn't sorting wrong, it's sorting based on the wrong number, using a blend's overall use rate instead of a component's real expanded concentration. A fragrance blend used at 2% might contain a component that's actually present at a higher real concentration than an ingredient you're using as a single raw material at 1.8%, and if you sort by blend percentage instead of true component percentage, you'll get the order wrong even though every individual number you started with was correct.
