Why Your Formula Order and INCI Order Rarely Match
Blends and diluents scramble the intuitive concentration order makers expect, and here's what actually determines the sequence.
You built the formula. You know exactly how much of each ingredient went into the beaker, in the order you added it. So why does the finished ingredient list put your preservative blend above your fragrance oil, when your recipe notes clearly show fragrance was the bigger pour?
This confuses a lot of makers the first time they see their formula translated into an INCI-ordered list, and the answer usually comes down to two things: what "order" actually means on a filing, and how blends quietly change the math.
Order reflects concentration, not sequence of addition
The order you add ingredients to your mixing vessel is a process detail. It has nothing to do with the order they appear on your ingredient declaration. Filings are generally expected to list ingredients in descending order of concentration in the finished product. Whether you added your oils first or your actives first doesn't matter once the product is in the jar. What matters is how much of each thing is actually in there by weight.
So if you added your fragrance oil last, in a small pour, but it's still present at a higher percentage than your preservative blend, fragrance outranks the preservative on the list, addition order notwithstanding.
Blends are where the real scrambling happens
This is the part that catches people off guard. Say your recipe lists "preservative blend, 1%" as one line. That blend might actually be composed of two or three individual chemical components, each at a different percentage within the blend itself. Once you expand it, you don't get one ingredient at 1%. You get two or three ingredients, each present in your finished product at some fraction of that 1%, calculated by multiplying the component's percentage within the blend by your 1% use level.
Suddenly a "1% preservative blend" might contribute an ingredient at 0.6% and another at 0.3% and a third at 0.1%. Each of those now has its own position in the overall order, and they may end up scattered rather than clustered together the way your recipe sheet implied.
The same thing happens with any supplier blend: fragrance compounds, surfactant blends, some botanical extract preparations sold as standardized mixtures. The label on the drum might say one name and one percentage. The actual filing needs each real component broken out.
A simplified example

Once this is laid out, it's easy to see why "preservative blend" no longer sits where the maker expected. Two separate real ingredients replaced it, at two different concentrations, each taking its own place in descending order alongside everything else in the formula.
Why this matters beyond just looking different
Getting the order right isn't a cosmetic detail, no pun intended. A few real reasons it matters:
- Regulators and safety assessors read concentration order as information. An ingredient sitting unusually high or low relative to what's typical for its function can prompt a closer look. If your order is wrong because you didn't expand a blend correctly, you may be presenting a picture that doesn't match reality.
- Restricted-substance thresholds depend on real concentration, not blend-level percentage. A component that looks safely under a limit at the blend's labeled percentage might actually be over the limit once you calculate its true concentration in the finished product.
- Fragrance allergen disclosure depends on exact percentages. With disclosure thresholds set at very small amounts (above 0.001% in leave-on products and above 0.01% in rinse-off products under Canada's upcoming requirements, for instance), getting the math right on blend components isn't optional. Missing the real percentage of an allergen buried inside a fragrance compound is exactly the kind of gap that causes a filing to understate what's actually in the product.

This is genuinely tedious to do by hand across a formula with several blends, and it's easy to lose track of which percentage belongs to the blend and which belongs to the finished product.
