What w/w Percentage Actually Means on a Cosmetic Formula
Weight-by-weight percentage explained from first principles with a real gram-by-gram batch, so it stops getting confused with volume or drop counts.
Somebody asks how much fragrance is in your lotion and you say "about ten drops per batch," and technically that answers nothing useful for a filing. Drops are not a percentage, and volume is not weight. Here is w/w percentage explained the way it should have been explained the first time you heard the term.
w/w means weight of ingredient divided by weight of total batch
That is the entire definition. Weight-by-weight percentage is the mass of one ingredient divided by the total mass of the finished product, multiplied by 100. It has nothing to do with volume, drop count, or how much space something takes up in the jar. Two liquids can occupy the same volume and have very different weights, which is exactly why volume-based recipes cause so much confusion once you try to convert them into regulatory percentages.
A real batch, worked through
Say you weigh out a 500 gram batch of body butter on a kitchen scale:

Notice the calculation is the same for every row: grams of that ingredient divided by total grams of the batch. That is it. No conversion factors, no density adjustments needed, because you weighed everything on the same scale in the same unit.
Where people go wrong: mixing volume and weight
The trouble starts when a recipe is written in volume, "1 cup shea butter, 2 tablespoons beeswax, 15 drops essential oil," because different substances have different densities. A cup of shea butter and a cup of a lightweight carrier oil do not weigh the same amount, so you cannot treat "cups" as interchangeable with "percentage of batch." If your original recipe was written in volume, the fix is to actually weigh a batch on a scale and record the real grams, not to try to convert cups to percentages mathematically using assumed densities, since assumed densities are exactly the kind of guess that produces a wrong number on a filing.
Drops are worse than cups for this. A drop's volume varies by dropper, by the liquid's viscosity, and by how the bottle is tilted. If you have been measuring fragrance or essential oil in drops, weigh a known number of drops on a gram scale once to establish your own real conversion, then use grams going forward for anything that touches a formula record.
Why this matters specifically for a CNF
A Cosmetic Notification Form asks for ingredient concentration or a concentration range, and that concentration is expected in the standard weight-by-weight sense used throughout cosmetic regulation generally. If your internal records are in volume or drops and you convert loosely at filing time, you risk declaring a percentage that does not match what is actually in your product. This gets particularly important with fragrance allergens, where the disclosure threshold is a precise concentration (above 0.001 percent in leave-on products, above 0.01 percent in rinse-off products under the incoming List 1 and List 2 requirements), not a rough estimate. A sloppy drops-to-percentage conversion could put you on the wrong side of a disclosure threshold without you realizing it.
Supplier blends add a second step
Once you have your batch's w/w percentages worked out honestly, remember that any supplier blend, like a fragrance oil or an emulsifying wax, is itself made of components at its own internal percentages. Multiply the blend's percentage in your batch by each component's percentage inside the blend to get that component's real concentration in your finished product. If your fragrance blend is 8 percent of your batch and contains 3 percent linalool internally, your finished product's linalool concentration is 0.24 percent, not 8 percent and not 3 percent.
Build the habit once
Weigh a real batch, record every ingredient in grams, calculate percentage the same way for every row, and expand any blends into their components before you consider the sheet final. Do this once properly for each formula and every future filing, amendment, or allergen disclosure check becomes a lookup instead of a recalculation.
