How to Read a Technical Data Sheet and Pull the INCI
A field-by-field guide to finding the real INCI declaration on a supplier TDS and which numbers on the page you can ignore.
Every raw material you buy comes with a PDF nobody reads cover to cover, and that's a problem because the one line you actually need is usually buried three sections down under a bunch of numbers that don't matter for your filing. Here's where to actually look.
What a TDS is for, and what it isn't
A technical data sheet describes a raw material's physical and functional properties: appearance, pH, viscosity, solubility, recommended use level, sometimes shelf life and storage conditions. It is written by the supplier's technical team to help you formulate with the ingredient. It is not a safety data sheet, and it is not always where the INCI name lives in a clean, filing-ready format. Some suppliers put it front and center. Others bury it in a footnote or only reference the trade name throughout the whole document.
The fields that actually matter for compliance
Skim past the marketing language at the top and look for these:

Trade names are the trap
A TDS will often lead with something like "Emulsifier XR-70" or "SilkTouch Conditioning Complex," and that name means nothing to a regulator. It never appears on a filing. Somewhere on the sheet, usually near the top or in a "composition" box, there should be an actual INCI declaration, something like Cetearyl Alcohol (and) Ceteareth-20. If it's not there, that's your cue to email the supplier and ask directly for the INCI name and CAS number rather than guessing from the marketing copy.
When the material is a blend
This is where most errors happen. A TDS for a blended ingredient lists each INCI component, and each one has its own percentage within the blend. If a preservative blend is 60% Phenoxyethanol and 40% Ethylhexylglycerin, and you're using that blend at 1% in your finished product, the real concentration in your product is 0.6% Phenoxyethanol and 0.4% Ethylhexylglycerin, not 1% of a single ingredient. You multiply the component percentage by your use level of the blend to get the true concentration. This matters directly for restricted-ingredient limits, since a limit is always checked against the actual finished-product concentration, not the blend's label percentage.
CAS numbers are a secondary check, not the main event
A CAS number confirms you've identified the exact substance, which matters because INCI names can occasionally be ambiguous or because a supplier's shorthand doesn't match standard nomenclature. But some botanical extracts genuinely have no CAS number assigned, and some substances carry more than one valid CAS number depending on the form. Don't panic if a TDS is missing one. Use it as a cross-check when it's available, not as the primary source of truth. The INCI name is what goes on your notification and label.
What to do when the TDS gives you nothing usable
If a TDS is vague, all marketing copy and no real declaration, request a Certificate of Analysis or ask the supplier's technical contact directly for the INCI name and CAS number in writing. Keep that email. It becomes part of your documentation trail if anyone ever asks how you arrived at your ingredient list.
