You bought "Chamomile Extract" from your supplier, added two percent to your toner, and moved on. Then someone asks what's actually in your finished ingredient list and you realize the extract itself isn't one thing. It's a blend, and water is quietly one of its components, sometimes the majority component by weight.
Why an extract isn't a single ingredient
Most botanical extracts sold to cosmetic makers aren't the pure plant compound. They're a carrier system: usually water, sometimes water and a solvent like glycerin or a bit of alcohol, infused with the plant material and then filtered. Your supplier's product data sheet or certificate of analysis should tell you the actual composition, something like "Aqua, Chamomilla Recutita Flower Extract" at a stated ratio, or occasionally a percentage breakdown of the carrier versus the extract itself.
If your supplier documentation just says "Chamomile Extract" with no breakdown, that's worth pushing back on. You need the real INCI declaration for the product you bought, not a marketing name.
Doing the math on real concentration
This is the same logic that applies to any supplier blend: multiply the component percentage within the blend by how much of the blend you used in your formula. Say your chamomile extract is documented as 98% Aqua and 2% Chamomilla Recutita Flower Extract, and you added 2% of that blend to your toner. Your finished product actually contains:
- Aqua: 2% x 98% = 1.96%
- Chamomilla Recutita Flower Extract: 2% x 2% = 0.04%
That 1.96% of water from the extract doesn't just disappear. It adds to whatever water you added directly as your main solvent, and the combined total is what determines Aqua's position on your ingredient list, since most cosmetic labeling conventions order ingredients by descending concentration above a certain threshold.

Two suppliers can sell "the same" extract INCI-wise at wildly different actual potencies depending on their extraction ratio.
